In 1995, the Ministry of Agriculture announced the wholesale market for the first batch of 23 designated fresh live agricultural products centers nationwide. In the same year, the Ministry of Agriculture implemented price information networking for the wholesale market of "vegetable basket" products in large and medium-sized cities. By September of the same year, the information network had been networked with 33 wholesale markets in 28 large and medium-sized cities and major producing areas.

In 1996, the pilot project for the construction of the wholesale market system for the "vegetable basket project" began. Four cities including Wuhan, Guangzhou, Shenyang and Xi'an were selected as the first pilot cities. The pilot work was organized by the Leading Group jointly established by the Ministry of Agriculture and the State Reform Commission.
